Sheriff candidates file finance reports

Publisher’s Note: As of June 26, Mike McGuire has ended his run for Barry County Sheriff.

The first quarterly campaign finance reports were due for county candidates by April 15, detailing each candidate’s spending and revenue.

Candidates are listed in this report by the order of their report filing date, from earliest to most recent. The filings report donations and expenditures from Dec. 31, 2023, to March 31.

The committee James Morgan for Sheriff, Billie Reibert, of Cassville, as treasurer, supports candidate James Morgan, of Washburn, current captain of criminal investigations division at Delaware County Sheriff’s Office.

According to an amended report adding a donation, dated April 9, Morgan’s committee had $6,050 on hand in January, and he received $6,350 in donations and spent $4,709.62, leaving him with $7,690.38 as of April 15.

Donations to Morgan include: K Russell Construction LLC, of Grove, Okla., $2,500; Grand Lake Dock Service, of Grove, Okla. $1,300; Glen and Barbara Erwin, of Washburn, $1,000; Danny’s Dirt Works, of Cassville, $800 in two donations; Linda Morgan, of Washburn, $350; Brigitta Vance, of Cassville, $300 (added in the amended report); and Nova Hart, of Cassville, $100.

Expenditures for Morgan include five purchases, totaling $4,244.86, from Universal Signs, of Grove, Okla., for campaign signs; $371.69 to Thread Slinger, of Pea Ridge, Ark., for campaign shirts; and $500 to Michael Brown Advertising, of Ft. Gibson, Okla., for campaign videos. Morgan also reports $5.71 spent on office supplies.

The committee McGuire for Barry County Sheriff, Karen Periman, of Cassville, as treasurer, supports Mike McGuire, of Cassville, current Cassville Police Department officer.

According to the report, dated April 1, McGuire had no money on hand on Jan. 15, and he received $8,990 in donations and spent $7,817.89, leaving him with $1,172.11 as of April 15.

Donations to McGuire include: JD Hunter, of Cassville, $2,550 in three donations ($1,500 listed as in-kind and not counted toward the monetary total); Richard Perkins, of Eagle Rock, $2,000; Darrell Gruver, of Racine, $1,000; Stumpff’s Realty & Auction Service, of Cassville, $500; Couch Excavating, $500; Michael Clifton, of Cassville, $500; Brian Stehlik, of Cassville, $500; Karen Periman, of Cassville, $500; G Fields Ranch, Gary Fields, of Cassville, $500; Jake Sizemore, of Washburn, $430; Ashley Hunter, of Cassville, $400; Donnie Stumpff, of Cassville, $310; Jarrod Henbest, of Huston, Texas, $250; Terri Lynn Agency, of Cassville, $250; Kelly’s Garage, of Shell Knob, $200; and Lana Couch, of Cassville, $100.

Expenditures for McGuire include: four purchases at signs.com, of Salt Lake City, Utah, totaling $6,079.27, for yard signs and banners; $525.04 to A&M Sports World, of Cassville, for T-shirts; $415.40 to Xtreme Graphix (now called Sign & Dandy), of Cassville, for signage; $403.66 to VistaPrint. com, of Lexington, Mass., for rack cards; two purchases at Tractor Supply, of Cassville, totaling $254.52, for T-posts and zip ties. McGuire also listed spending $100 for his filing fee and $40 for a fair booth fee.

The committee Danny Boyd for Sheriff, Debbie Gatley, of Cassville, as treasurer, supports incumbent Sheriff Danny Boyd, of Purdy.

According to the report, Boyd had $764.34 on hand on Jan. 15, and he received $5,025 in donations and spent $5,396.95, leaving him with $392.39 as of April 15.

Donations to Boyd include: $2,000 from Kent Longley, of Cassville; $2,000 from De McGruder, of Cassville; $1,005 from Stu Gatley, of Cassville; and $20 from Clifford Ferguson, of Seligman.

Expenditures for Boyd include: two purchases at SignTec, of Aurora, totaling $4,622.07, for signs; $557.67 to Adrenaline Apparel & Design LLC, of Monett, for campaign shirts; and $217.20 to Xtreme Graphix (now Sign & Dandy), of Cassville, for re-elect stickers for signs.

The Committee to Elect Randy Kalbaugh Sheriff, Dustin Edmondson, of Cassville, as treasurer, supports Randy Kalbaugh, current Stone County deputy. As of Monday, Kalbaugh’s report had not been filed.

The next quarterly filing due date is July 15, which will cover donations and expenditures from April 1 to June 30. Kalbaugh’s April report will be included in the next quarterly filing story.

Candidates are also required to file an election report 8 days before the election, due July 29 if the committee spent money for the election, as well as a 30 days after election report, due Sept. 5, if the committee spent money for the election.

Any individual or committee that receives a single contribution over $5,000 must electronically report the contribution to the Missouri Ethics Commission within 48 hours of receipt, and it must be included in the next filed report. Late filing results in $10 per day late fees.

Candidates must also file within 24 hours any late contribution or expenditure less than 12 days before the election.
